The Role of the High Sheriff
The Office of High Sheriff is an independent, non-political appointment by Royal Warrant for one year. There are 55 High Sheriffs serving the counties of England and Wales with 8 High Sheriffs in Wales representing the preserved counties of Mid Glamorgan, South Glamorgan, West Glamorgan, Clwyd, Dyfed, Gwent, Gwynedd and Powys. The High Sheriff takes office by making a formal Declaration before a High Court Judge or a Justice of the Peace in the presence of His Majesty's Lord Lieutenant. Their duties include attendance at royal visits and support for His Majesty's High Court Judges when on circuit; support and encouragment to the police, probation, prison and emergency services. High Sheriffs play an active role in recognising and supporting the many voluntary agencies and unsung heroes that contibute so much to our communities, and where appropriate may recognise individuals or organisations through personal awards.
High Sheriffs receive no remuneration. 

Dr Richard Lewis

Richard Lewis was born in Maesteg General Hospital in February 1960 to Iris, an Office Supervisor at the Revlon cosmetics factory in Maesteg; and father Emlyn, a miner at Caerau Colliery and an acclaimed amateur boxer. Growing up in Caerau, he was educated at Blaencaerau Junior School, Maesteg Comprehensive School and qualified in Medicine from Leeds University in 1983. After returning to Wales, he settled as a General Practitioner in his home village of Caerau in 1987. Richard has been Medical Director of Mid Glamorgan Family Health Services Authority and Mid Glamorgan Ambulance Service. In 2003 he was appointed Welsh Secretary of the British Medical Association and in 2015 became the first National Professional Lead for Primary Care working to Welsh Government and NHS Wales. With an interest in emergency medicine, Richard has instructed in pre-hospital emergency care and major incident management and has been a Forensic Medical Examiner for South Wales Police. He was a founder member of Mid-Glamorgan Emergency Doctor Service, providing voluntary emergency care to the victims of road accidents. He stepped down in 2018 after more than 30 years of service. A long-time member of St John Ambulance in Wales, he has served as Divisional Surgeon, County Surgeon, and Medical Adviser to the charity. In 2014, Richard was appointed a Deputy Lieutenant in the County of Mid-Glamorgan, and in 2019 was awarded MBE for services to General Practice and Primary Care Services in Wales. Richard continues to work as a GP part-time, and as a keen supporter of Welsh Rugby, is the Honorary Medical Officer of Maesteg Harlequins RFC, a Championship Club in the Welsh Rugby Union. Richard has one son and two grandchildren.

Promoting Voluntary and Statutory Organisations in Mid-Glamorgan

The High Sheriff plays an increasingly active role in promoting a wide range of voluntary work within their communities, and welcomes the opportunity to visit and engage with voluntary and statutory services that support and benefit our local community.

Supporting Law and Order

The High Sheriff supports the Crown and the judiciary, and gives active support and encouragement to the police, probation, prison and other emergency services particularly with regard to crime prevention among young people.

Ceremonial Representation

The High Sheriff supports the Lord Lieutenant on royal visits, participates in Citizenship Ceremonies and attends at commemorative events and celebratory occasions important to the community. High Sheriffs may act as Returning Officers for parliamentary elections.

Community Awards

The High Sheriff has the discretion to issue High Sheriff Certificates in recognition of significant contributions by individuals or groups within the county. High Sheriffs may present Court Awards to those who have been active in the apprehension of offenders, at the discretion of a judge. Dallaglio RugbyWorks (DRW) works with young people aged between 12-18, who have been excluded from school and helps support them to realise their full potential for the future. Using rugby as an engagement tool, and mentorship from their expert coaches, they help increase physical and mental wellbeing, raise aspirations for employment and reduce their risk of imprisonment.
